Advancing a more complete community vision for Wilden’s final phase. 

Wilden Phase 3 has always been part of Wilden’s long-term vision. In fall 2025, the Wilden Group submitted an Official Community Plan (OCP) and Zoning Amendment application to the City of Kelowna. The application is now publicly available for review. 

While the lands in Phase 3 have been zoned since the early 2000s and were reaffirmed through Kelowna’s 2040 OCP, this application is about providing a clearer, more refined framework for Wilden’s final phase, one that better reflects today’s expectations of what a complete community looks like. 

What’s in the Wilden Phase 3 Plan 

Building on the strengths of Phases 1 and 2, the Phase 3 plan responds to how sustainable communities are evolving. It supports a broader housing mix, enhanced walkability and connectivity, and a stronger network of parks and outdoor amenities, all while integrating sensitively with the natural hillside landscape that makes Wilden so special. 

Here are some of the key highlights: 

  • A scenic parkway experience: A signature route designed around the ridgeline and natural topography, offering panoramic views as you move through the community. 
  • Increased housing diversity: A stronger mix of housing types, including more multifamily options, to support a wider range of life stages and household needs. 
  • More open space overall: The proposal increases undeveloped and protected lands within Phase 3, from 39.5% in the original 2000 Area Structure Plan to 50.2% in the current proposal. 
  • A sizeable community park: A park of a scale not otherwise achievable within the Wilden community, made possible through the inclusion of a northwest parcel in the plan. 
  • Environmental stewardship: The design protects key natural features, preserves wetlands, and supports connected wildlife habitat corridors that remain a defining part of daily life in Wilden. 

The Northwest Parcel: A Key Part of Wilden Phase 3

One important component of the application is a proposed growth boundary adjustment to include a northwest parcel. This area was excluded from the original 2000 Area Structure Plan due to servicing constraints at the time. Today, Kelowna’s servicing boundary extends further west and north, making it feasible to integrate this area. 

What’s important to know is that including this parcel does not increase the total number of units planned for Wilden Phase 3. Instead, it allows for more sensitive development by placing homes and amenities where they’re best suited. It also unlocks the community park opportunity and strengthens trail connections within Wilden and beyond, toward waterfront parks on Okanagan Lake. 

What Comes Next 

The application is now posted with the City of Kelowna for public review under File: OCP25-0021 / Z25-0044. As part of the review process, the following steps are planned: 

  • Open House Information Session: Date to be confirmed. This will be an opportunity for community members to learn more about the proposal and ask questions in person. 
  • Public Hearing: Date to be set. This is a formal opportunity for the public to share feedback with City Council.
